Unlocking Energy Opportunities in the Republic of Congo (ROC)

Last week, I had the pleasure of participating in the Congo Energy & Investment Forum #CEIF2025, organized by Energy Capital & Power in partnership with the Ministry of Hydrocarbons of the Republic of Congo (ROC).

I had the honor of moderating the panel session “Building Industries, Powering Congo,” which explored how ROC is adopting natural gas, biomass, solar, and small hydro to expand electricity access to industries and communities far from the grid.

Key Takeaways & Opportunities for Investors

  • ROC is open for investment in renewable energy. The Minister of Energy and Hydraulic Resources (MEHR) reaffirmed the country’s commitment to developing mini-grids and alternative energy solutions, particularly in rural areas. Several projects are already underway. Investors looking to enter the mini-grid sector will find a welcoming environment.
  • Regulatory and policy frameworks are evolving. ROC’s mini-grid and renewable energy regulations are under development. The EU is supporting regulatory design efforts for alternative energy, specifically biogas, biomass, small hydro, and solar. Businesses should engage early with policymakers to stay informed about EU-backed initiatives and help shape the regulatory landscape.
  • Untapped potential in biomass gasification. Gasification technology can convert ROC’s abundant wood waste into clean, synthetic fuel for power generation. However, the country needs investment-friendly policies to encourage technology adoption. Investors can advocate for investment incentives and position themselves as first movers in biomass energy.
  • Grid network efficiency remains a major challenge. Managing load flow and power distribution is a persistent issue in ROC’s energy sector. While solutions are being explored, private sector expertise in grid modernization is urgently needed. Companies with grid optimization solutions have a massive market opportunity to introduce efficiency-driven innovations.
  • Natural gas remains the backbone of power generation in ROC, with significant potential for expansion. Unlocking the full potential of natural gas for power generation requires effective restructuring of the gas and electricity value chains, and improved reliability of the transmission network.
